Promoting justice and good governance through human rights based approach

Two Day National Programme

Centre for Human Rights and Development (CHRD) organized a two day programme titled ‘Promoting Justice and Good Governance through Human Rights Based Approach’ on  November 22^nd & 23^rd, 2008 from 9 am to 4.30 pm at the Hotel Global Towers, Marine Drive, Wellawatte, Colombo 6. A total of 40 participants from the North east and plantation sectors participated in the programme.

CHRD has been actively involved in mobilizing a vibrant Coalition of Civil Society in the North, East and plantation areas under the Coalition of Civil Society Programme, since inception. The Programme highlighted work carried out by these individuals in prevailing conditions and brought to light the current human rights issues in their respective areas. The Coalition of Civil Society programme thus far, has enabled the formation of effective civil society groups and reduced tension between civil society activists and stake holders in the region as well as establishing a network amongst participants for effective dissemination of information.

Following a successful completion of the first phase of our initiative, the two day follow up workshop in Colombo, for interested individuals identified in each district, enabled them to mobilize a vibrant civil society in their respective areas and to take up issues independently as a coalition to their respective authorities while being fully aware of their rights.

Coalition of Civil Society - Badulla / Bandarawela

Coalition of Civil Society - Kegalle/Polonaruwa

Mahaweli Kendraya, Sinhapura, Welikanda (Polonnaruwa District)          

Two workshops were held under the Coalition of Civil Society Programme on October 17 & 18, 2008 in Kegalle and Welikanda respectively. A total of 95 including representatives of NGOs and CBOs, civil society activists participated in the workshop. 

Resource persons were Mr. Stephen Sunthararaj and Mr Francis Solomantine attached to the CHRD; Mr. Thilak Wijayasinhe, attorney-at-law and Mr. Niranjan Dias, Human Rights Commission, Kandy. Issues related to human rights, rule of law, fundamental rights and role of civil society were discussed.

Many burning issues were identified and tactics were discussed to deal with certain issues. Soon after the workshop CHRD took swift measures to deal with some of the burning issues in the two areas.

Coalition of Civil Society Programme is an ongoing project held in the North, East and Plantation sectors. It was initiated with the goal of bringing state sector and civil society closer to promote justice and good governance. The programme mainly focuses on empowering and capacity building of civil society through human rights based approach. Thus enabling them to take up grievances of the community to the respective authorities in the region, while being fully aware of their rights. 

Since the programme commenced in early 2007, a number of workshops and seminars were held in the districts of Jaffna, Mannar, Vavuniya, Ampara, Trincomalee, Batticaloa, Nuwaraeliya, Badulla and Colombo. The participants include civil society activists, representatives of NGOs and CBOs as well as government servants.

 Formulation of effective civil society groups, reduced tension between civil society activists and stake holders in the region and network amongst participants for effective dissemination of information were some of the outcome of these workshops.

It is apt to mentioned that with the training received from CHRD, these newly formulated civil society groups, took upon themselves to deal with certain issues prevailing in their respective areas, where they have experienced a good amount of success.

Coalition of Civil Society - Trincomalee 

The Centre for Human Rights and Development (CHRD), Colombo organized a one day workshop on September 11 in the Trincomalee district under the Coalition for Civil Society Programme. More than 30 civil society activists and representatives of CBOs and NGOs in the Trincomalee district participated in the workshop.

Resource persons, Mr. Stephen Sunthararaj, Project Manager, CHRD and Mr. R. Amalan, Regional Programme Officer, Human Rights Commission discussed issues related to human rights, rule of law, fundamental rights and role of civil society.

Coalition of Civil Society - Hatton, Nuwaraeliya and Batticaloa

Centre for Human Rights and Development (CHRD) held four workshops under the Coalition for Civil Society Programme in the plantation sector and in the Batticaloa district in the months of May and June. The objective of these workshops was to bring the State sector and the civil society together in order to promote justice and good governance by mobilizing civil society participants.

Workshops were  held in Hatton, Nuwaraeliya, Batticaloa and Kalmunai. Resource Persons were Mr. S. Nayaj, Mr. Stephan Sunthararaj, Mr. N. Kandasamy, Mr. P. Thampoo, Mr. S. Swarnalingam, and Mr. K. Karaunakaran. The resource personnel comprised human rights activists, human rights lawyers and experts in human rights training.

Role of civil society, reporting human rights violations, legal remedies etc. were some of the main topics discussed in the workshops.
